　摘 要I摘 要当前科技社团在数量及质量上获得快速发展，以其自身的非营利性、服务性等特征决定了它具有提供公共服务的优势，并成为公认的承接政府职能的好帮手。政府在由全能政府向高效有限责任政府转变的同时，对如何与科技社团建立一种互动合作关系，以及形成一个多层次、全方位的转移承接机制的考虑，也是必不可少的，是一项需要深入研究的课题。转变政府职能是促进社会主义市场经济发展的核心，需要正确处理好政府与市场、政府与社会之间的关系。将适合科技社团承担的部分职能让给科技社团来承接，对科技社团的发展、我国政府的职能转变、简政放权来讲，都是非常重要的。武汉市作为湖北省省会城市，是我国中部地区的中心城市，科技社团发展程度相对来说较为成熟。本文在对国内外学者现已做的大量研究中与科技社团、政府转移职能等相关文献资料进行整理分析的基础上，通过采用问卷调查法等对武汉市科技社团承接政府转移职能的现实情况进行调研，根据武汉市的不同情况采取不同的、有针对性的措施，促进武汉市科技社团在科学事业的推动上和社会经济的发展中的作用得到更好地发挥，同时也在一定程度上为其它地区科技社团健康发展和有序承接政府转移职能带来宝贵的经验。结合当前武汉市科技社团的现状，在对目前政府职能承接过程中的现状和问题进行剖析的基础上，根据科技社团如何承接政府职能、政府转移职能后科技社团如何确保接得住接得好、监督及绩效考核，构建一个有进有出、良性循环的动态机制。确保科技社团能够长期的、科学的、可持续的承接政府转移的职能，推动政府职能转变，为社会主义市场经济的完善提供理论依据，也是本文的意义所在。关键词：科技社团；承接；政府转移职能；机制构建万方数据

　AbstractIIIAbstractThe current Scientific-Technical Communities have a rapid development in bothquality and quantity and they have shown the potential and the tendency to sharegovernment functions. They are also the potential important providers of public servicesbased on their non-profit and service characteristics. In the course of transforming itselfinto a service-oriented government, the government should cooperate with theScientific-Technical Communities to form an effective acceptance mechanism. This is asubject worth exploring in more depth. Transforming the functions of the governmentcan further promote the development of the socialist market economy and we mustproperly handle the relations between the government and the market, the governmentand the society to achieve this goal. Transforming the proper transactional and supportivefunctions to the science and technology communities will not only promote thedevelopment and growth of science and technology associations, but also thetransformation of government functions and make positive moves to become a limitedgovernment.Wuhan is the capital city of Hubei Province and a central city in central China. It isalso one of the relatively mature areas for the development of Scientific-TechnicalCommunities. Based on the review of related domestic and foreign researches andtheories, a research was carried out on the situation of Wuhan’s Scientific-TechnicalCommunities undertaking government transfer functions using questionnaire and so on.This will help analysis on a case-by-case basis, give full play to the role played byWuhan"s Scientific-Technical Communities in promoting scientific career and socialeconomic development, and at the same time, provide precious experiences forScientific-Technical Communities in other provinces and cities to develop healthily andundertake government transfer in an orderly manner.Combining with the status of Wuhan’s Scientific-Technical Community, this paperanalyzes the current situation and predicament in the current government function万方数据
